In Panama City between 11 and 14 December 2012 , Marcos Molinas , representing SOMOSGAY and Paraguay , participated in the First Regional Meeting of the Latin American Network of Positive Youth , to discuss the needs , form a government and develop a strategic action plan 2012-2015 among all participants . A positive group of young Latin American and Caribbean Hispanic seek to transform creative and innovative environment , based on recognition of gender equality and respect for diversity.
The mission is to promote the participation of youth with HIV in areas of decision-making to ensure the full realization of human , sexual and reproductive rights, eradicating stigma and discrimination associated with HIV and struggling for access to comprehensive care quality that meet specific needs. The Assembly was composed of representatives of 17 countries : Argentina , Bolivia , Brazil, Colombia , Costa Rica , Chile, El Salvador , Ecuador , United States , Honduras , Guatemala , Mexico , Panama , Paraguay , Dominican Republic, Uruguay and Venezuela .
The meeting made a call to all sectors involved in the response to HIV to ensure the inclusion and active participation of young people at tables of decision making, mobilization and management of resources, formulation and implementation of public policies, and encourage the necessary spaces for positive youth are the protagonists of the HIV response , its development and transformation of the world into a more just , dignified and healthy future , from the approaches of Human Rights, Gender, Multiculturalism and the determinants structural health .
HIV is not only a health issue , it is a matter of social justice, the structures of nation states must ensure investment protection for health, HIV and youth development . Health and development are rights, not privileges that have to depend on the individual interests and supporters in local government structures . He reminded the international cooperation to mainstream the rights of the young people , especially HIV , in all development agendas, spaces of decision-making , resource mobilization and needs analysis as part of the consultations on the agenda post 2015 , and to ensure the inclusion and retention of aged human resources to be the protagonists of their own development.
The query results Positive Youth in Latin America and the Hispanic Caribbean, held in order to diagnose the situation and the social environment in which the living and positive youth were also presented. It was released on October 9, 2012 and closed on November 30, 2012 . Some 908 young people responded positive consultation and Paraguay had a participation of 4.3% among 19 countries.
Finally They invited the social movements of the world, solidarity with the cause of the young people with HIV , and join efforts to ensure empowerment in advocacy , advocacy , planning and mobilization of technical and financial resources.
