This agreements will allow SOMOSGAY to strengthen its work on health, by being enriched by the wide experience of both organizations in areas such as the provision of services, health research, community liaison with similar organizations and networks, providing to this joint work the dynamism and experience of SOMOSGAY in community mobilization and strategic communication. The Paraguayan Center of Population Studies was founded in March 12 of 1966, inspired in the First Pan American Assembly of Population that took place in Cali, Colombia, August of 1965. In its act of foundation the following is expressed: "The Paraguayan Center of Population Studies is constituted as private entity with the objective of: face the scientific study of the paraguayan population, due to the consideration of the demographic growth in the continental and world areas, with severe social, economic, moral and political implications, obliges to clarify the fundamental characteristics of the paraguayan population, on the bases of methodical studies and with scientific rigor". Its bylaws were approved by the executive power by decree on May 29th of 1967, recognizing it as a legal personality. The CEPEP was accepted as member of the International Planned Parenthood Federation (IPPF) in 1969, and in 1971 is promoted to permanent member. EPICENTRO seeks to be promotor to the development of a healthy gay community and representative to the society, enhancing the gay community through a space of socialization in Lima, with services and information on sexual and mental health besides its cultural activities. The organization has been carrying this work since 2007, in a close partnership with the San Francisco AIDS Foundation, with who has participated in first level research. This alliances will also help to widen the work of SOMOSGAY in the improvement of integral health to LGBT people, with the enriched perspective thanks to the wide experience of both organizations. Created in the International AIDS Congress 2006, the Global Forum on MSM and HIV (MSMGF) is the only global network of demands related to HIV and AIDS specifically dedicated to the need of gay males and other men who have sex with men (MSM). The MSMGF is ruled by a Directive Committee of 20 members designated in a collective manner, that are well known defensors internationally and HIV/AIDS professionals that represent each principal region of the world. The composing of the Directive Committee of the MSMGF reflects their commitment to support the coverage with a global perspective on the related topics to MSM and HIV, with delegates that actively participate in Australia, Cameroon, Canada, China, Dominican Republic, India, Jamaica, Mexico, Marruecos, Nicaragua, Romania, South Africa, Uganda, the United Kingdom, the United States, Zimbabwe and now Paraguay. The mission of The Global Forum on MSM and HIV (MSMGF) is to advocate for equitable access to effective HIV prevention, care, treatment, and support services tailored to the needs of gay men and other men who have sex with men (MSM) including gay men and MSM living with HIV, while promoting their health and human rights worldwide. The MSMGF works to ensure an effective response to rapidly escalating HIV epidemics among MSM, including the consequent support, treatment and care needs of HIV positive MSM, through advocacy, information exchange, knowledge production, networking, and capacity building activities, sustained over time at the global level. Consistent with the established values of GIPA, the MSMGF strives to involve MSM living with HIV at all levels of its strategy, policy development and implementation. The work of the MSMGF is organised around five (5) specific goals: 1) Increased investment (funding) in effective HIV prevention, care, treatment and support programmes for MSM; 2) Expanded coverage of (roll out of and access to) quality HIV-related services for MSM; 3) Increased knowledge on MSM and HIV through the promotion of research and its broad-based dissemination; 4) Decreased stigma, discrimination, and violence against MSM 5) Strengthened regional, sub-regional, and national networks of MSM around the world linked to each other and to an organisationally robust MSMGF; this includes networks of MSM living with HIV, and a strengthened response to the needs of MSM among networks of people living with HIV. Locally, the incorporation of Simon Cazal in this instance will reinforce the actions of SOMOSGAY in the areas of HIV and health. One of the first actions that SOMOSGAY announces is the support of the creation and strengthening of a national network of gay males and other MSM that will closely follow the tasks of advocacy in the different communities in the country, just like the reinforcement of prevention activities of HIV and the promotion of voluntary counseling and testing.

This spot without doubt was earned due to the tireless work of the human team of SOMOSGAY and the Paraguayan LGBT Federation, who throughout the year have contributed creativity, effort and dedication towards the Paraguay without discriminations and exclusions, free of homophobia and sexism that we all dream of. Along this path we must highlight the great accomplishments such as: the signing of the agreement of fight against homophobia with the Ministry of Internal Affairs, the first Kiss-in 2010 for equality, the First LGBT and Straight Equality Parade. And also the participation in the International AIDS Conference in Vienna, Austria, and the representation of Paraguay in the Preconference Specialized in HIV and Gay Males in Vienna 2010, organized by the Global Forum on MSM and HIV (MSM-GF); the participation of the elaboration of the First Regional Proposal of Work on HIV for MSM through ASICAL. In 2010 the historical Festival for Equality and Freedom took place, as a response to the homophobic fundamentalism of the conservative sectors, the elaboration of the equal marriage bill in Paraguay. With great success, Paraguay was represented in the Social Summit of the MERCOSUR as a social movement in the closing of the summit with the Bureau of Presidents. With great work and pride we opened the first community center of voluntary counseling and testing in Asuncion, thanks to the support of the American Foundation of AIDS Research (amfAR) We hope to keep celebrating together with more success towards the path of equality and freedom in Paraguay.

Among the principal topics discussed, the different participant organizations of the LGBT group, claimed that it is highly important to propel, from the various instances of the government and civil society, equal marriage in the MERCOSUR. In this sense, it was stressed the need for all countries of the region to recognize the equal marriages celebrated in the Argentine Republic or in other countries of the MERCOSUR to move forward, in legal terms, on the recognition of equal rights. The governments of the Mercosur were urged to propel and strengthen democratic, lay and participative states that foster the development of inclusive policies and against ANY SORT OF DISCRIMINATION by sexual orientation, gender identity, race, ethnicity, nationality, or any other status. The members of the MERCOSUR's LGBT movement expressed their whole hearted rejection to the demonstrations of xenophobia showed in the countries of the region, specifically the ones that took place recently in Buenos Aires. One of the clearest demands of the different groups stressed that the governments that give their support to the OAS of the text proposed to the civil society for a inter-American Convention on Sexual and Reproductive Rights, and the full adhesion of all governments on the letter of the Yogyakarta Principles Simon Cazal, part of the paraguayan LGBT movement, represented Partaguay as a social leader at the state leader's meeting at the 10th Social Summit of the Mercosur. In this manner, he shared the stage along with the other state leaders and other representatives of handicap people in Argentina, the brazilian syndical movement and the African-descendents of Uruguay, being this the first time that someone from the LGBT movement takes part of the MERCOSUR's summit. Paraguay assumed the protempore presidency of the MERCOSUR during the summit of Heads of State. The Paraguayan LGBT Federation and SOMOSGAY will do the corresponding follow up to assure the fulfillment of the demands presented in this summit by the paraguayan government.
